The Finance Director acts as part of management team to determine financial objectives, develop annual budget, financial reports, analyze and report variances, develop/monitor internal control mechanisms, establish billing procedures, develop computer protocols, organize and maintain financial accounting system. Develops and maintains financial policies and procedures and monitor performance. Prepares financial portion of grant and funding applications. Submits required federal reports. Participates in development of business plan. Performs business operations analyses. The Finance Director oversees the Billing Manager, Staff Accountant and Account Payable Specialist.
Principle Duties and Responsibilities
- Prepares the annual budget, including individual department budgets, and works with departments throughout the year to ensure that expenditures adhere to legal and budgetary requirements; also prepares financial section of all grant and funding applications.
- Develops and proposes adjustments to organization's fee schedule, annually updates the sliding fee scale, and coordinates efforts to attain maximum reimbursement from various payment sources
- Responsible for ensuring the accurate and timely preparation and filing of all federal, state, county and local reports, including but not limited to: FSR, GRF, HCQR, UDS and County Subsidy reports, payroll tax returns, Medicare Cost reports, Tax Forms 990 and 5500, year-end W-2's and 1099's, etc.
- Responsible for Cash, Payroll, Purchasing, Accounts Payable, Accounts Receivable, Journal Entries, Financial Statements and all other functions of the Finance Department.
- Collaborates with Human Resource Manager to ensure accurate processing of data pertaining to new hires, benefit deductions, pay increases, provider credentialing, etc.
- Responsible for all financial accounting and reporting systems, including establishing, implementing and monitoring various procedures and internal controls to ensure the integrity of such systems
- Responsible for providing the auditor with all information required to complete the annual A133 audit.
- Attends Board Finance Committee meetings and Board of Director meetings, presenting monthly financial statements and other relevant financial information.
- Collaborates with the billing manager to establish billing policies and procedures. .
Education
- Bachelor’s degree in Finance/Accounting required.
- MBA or CPA preferred.
Experience/Qualifications
- Supervisory experience required; three years experience in accounting management preferred.
- Five years experience in health care industry required; health center or primary care facility preferred.
- Experience with automated accounting, billing systems and practice management systems
- Working knowledge and experience in health care finance, including third party reimbursement mechanisms and federal guidelines, regarding budget and finance.
